Economic Impact and Return on Public Investment of a Book Fair and Cultural Festival

Giovanna Segre is an associate professor of Economic Policy at the University of Turin, where she is Deputy Director of the Master’s Degree in Economics of Environment, Culture and Territory and Vice-President of the Interdepartmental Research Centre for Urban Studies, OMERO. She is also Research Associate of IRCrES-CN and a member of the Scientific Committee of the Santagata Foundation for the Economics of Culture.
Andrea Morelli is a Cultural Economics researcher at the Santagata Foundation for the Economics of Culture and at the Symbola Foundation. He is also a consultant at the Foundation for Culture Torino and a research affiliate at the Interdepartmental Research Centre for Urban Studies, OMERO, at the University of Turin.

ABSTRACT
Based on the literature on economic impact, the authors investigate the role of cultural festivals in the local economy. The case of a book fair and cultural festival, Salone Internazionale del Libro in Turin, Italy, is analyzed on the occasion of its 30th edition, held in 2017. Over five days, the festival generated approximately €41.6 million within Italy’s Piedmont region. In addition, the fiscal impact and the final balance of public expenditure are measured concerning the public actors involved in financing the festival. Overall, the study finds that each €1.00 invested publicly generated more than €15.00 in the regional economy.

RÉSUMÉ
Dans cet article, le rôle que jouent les festivals culturels dans l’économie locale est examiné en fonction de la littérature consacrée à l’impact économique des événements culturels. Le cas du festival culturel et de la foire du livre Salone Internazionale del Libro, tenu à Turin, en Italie, y est analysé à l’occasion de sa 30e édition en 2017. En 5 jours, ce festival a eu un impact économique évalué à environ 41,6 millions d’euros sur la région du Piémont. De plus, les retombées fiscales et le solde final des dépenses publiques y sont également évalués pour les ministères et organismes publics impliqués dans le financement du festival. L’étude nous apprend que, globalement, pour chaque euro d’argent public investi, plus de 15 euros sont injectés dans l’économie régionale.

RESUMEN
De acuerdo con la literatura sobre impactos económicos, en este artículo se estudia el papel de los festivales culturales en la economía local. Se analiza el caso de la feria del libro y festival cultural “Salone Internazionale del Libro”, celebrado en Turín (Italia), con motivo de su trigésima edición en 2017. En cinco días, el festival tuvo un impacto económico de aproximadamente 41,6 millones de euros en la región del Piamonte. Se mide, además, el impacto fiscal y el saldo final del gasto público en relación con los entes del sector público que participaron en la financiación del festival. Globalmente, el estudio indica que, con cada euro público invertido, se generan más de 15 euros en la economía regional.
